What is the difference between Ginou Jusshuusei (GJ) and Tokutei Ginou (TG) ?

The difference between Ginou Jusshuusei (GJ) and Tokutei Ginou (TG) is that the definition of Jisshuusei is an apprentice.
The GJ is hence a trainee. 
TG skill is a special (apprentice) skill consisting of TG No.1 and TG No.2.

Tokutei Ginou or Specified Skilled Worker is a new visa program starting 1 April 2019.

What's the difference?

(1) A person on the GJ visa must go home after the contract expires.
With a TG visa, one can change companies within the same industry freely, provided there is a clear contract; or can leave the TG program if they move to another company to become a permanent employee (seishain). Hence it is possible to stay in Japan for more than five years (as long as he/she becomes a permanent employee of the company).

(2) A person on the GJ visa only has a maximum of 3 years to stay in Japan. They cannot switch companies.
The TG visa has a maximum of 5 years. However, if you don't get a job in another company (with a contract), you will have to return to your home country. After 5 years, someone one the TG No.1 visa can change it to No.2 visa if the contract is extended and can continue to be in Japan.

(3) People on GJ visa are not allowed to bring family into Japan. People on the TG visa can bring their families with them when entering the TG 2 system after 5 years (maximum) in Japan.

(4) The GJ visa is only given to nationals of only a few participating countries including Indonesia. TG participants are from 8-9 countries and there has been a steady increase in participants according to the Japanese government budget and policy.

(5) GJ visa returnees to Indonesia can no longer come to Japan as a GJ anymore. Those on GJ visa can leave Japan however will return to Japan under a TG visa. This would require the ex GJ visa holder to have lived no more than 5-years in Japan. Therefore, all ex GJs are allowed to join the TG program.

(6) The current GJ system will be replaced by the TG system.

TG starts April 1, 2019, and so on for 9 countries including Indonesia. Those currently on a GJ visa can still continue to be in Japan with the visa until it expires although Japan no longer gives the visa. Those currently on the GJ visa are allowed to change to a TG visa and for those residing in Japan are welcomed to apply for a TG visa. If the application is done soon, you are able to join the TG system as soon as possible. The TG visa has started to be distributed from April 15, 2019, especially for nurses (kangoshi) and elderly support (kaigoshi).

Those who have been in Japan or have submitted their GJ applications from last year are requested to switch to TG systems. So far, the fastest TG visa approvals have been given on April 15th 2019.
